Project Overview

Skyway was proud to deliver a bespoke fall protection solution at Ashbourne Public Library, a key public facility managed by Meath County Council. The council, is responsible for ensuring safety across all its public buildings and infrastructure throughout County Meath.

As part of a strategic initiative to enhance collective protection and safe access to roof areas, the Council issued a competitive tender for the supply and installation of a permanent fixed guardrail system. Skyway, through strong pre-existing relationships and a track record of successful safety system installations, was awarded the subcontract for both the Kee Guard top-fix guardrail and the Kee Walk system.

This project required a reliable, compliant, and maintenance-free rooftop safety solution that would ensure long-term protection for maintenance personnel and service contractors accessing the library’s roof.

Identifying the Risk

Like many public buildings, Ashbourne Library has rooftop plant equipment and infrastructure requiring periodic inspection and servicing. Without proper edge protection and designated walkways, staff and contractors were exposed to significant working at height hazards, especially in adverse weather conditions.

Key risk factors included:

  • Unprotected roof edges, increasing the potential for accidental falls
  • Trip and slip hazards across uneven roof surfaces
  • Lack of defined access routes, making safe navigation difficult
  • Legal and insurance implications for the council under workplace safety legislation

To mitigate these risks, Meath County Council committed to implementing a passive, collective protection system that would provide continuous, user-independent safety – ensuring anyone accessing the roof would be protected without relying on PPE, training, or supervision.

Our Solution

Skyway provided a complete design, supply, and installation service – working closely with Meath County Council and our logistics partners to deliver the project efficiently and on time.

Tailored System Design: Leveraging our in-house technical expertise, we supported the Council in specifying the most suitable safety system. By engaging early, we helped define a compliant solution that met their budget and operational needs – saving valuable time during the design and procurement stages.

Kee Guard Top-Fix Guardrail: This robust edge protection system was ideal for the library’s flat roof with a parapet edge. The top-fix installation ensured maximum structural integrity without requiring additional ballast or roof penetration that could compromise the waterproofing layer.

Kee Walk Rooftop Walkway: To guide safe access routes and protect the roof membrane, we installed Kee Walk – a modular, non-slip walkway system made from corrosion-resistant materials. It provides clear, defined access paths while reducing trip hazards and surface damage.

Seamless Delivery & Installation: In coordination with Kee Logistics, all materials were delivered on schedule. Our certified Skyway installation team completed the works efficiently, without disrupting library operations or other council projects.

Outcome / Key Benefits Delivered

Compliant Collective Protection: Both systems meet and exceed Irish health & safety standards for working at height. No training, harnesses, or special equipment are needed – ensuring automatic safety for anyone accessing the roof.

Design Time Saved: By contributing to the design process from the outset, Skyway streamlined the system specification and approval phase, allowing the council to move quickly from tender to installation.

Long-Term Cost Savings: Unlike PPE-based fall arrest systems, Kee Guard and Kee Walk require no recertification or user training. Their low-maintenance design delivers significant lifecycle savings.

Durability in All Conditions: Made from galvanised steel and high-performance composite materials, the systems resist corrosion and degradation – even in Ireland’s harsh climate.

Strengthened Client Partnership: This project further solidified our trusted relationship with Meath County Council. We continue to work closely with the council on other public safety initiatives across the county.

Conclusion

Skyway is proud to have delivered a safe, reliable, and maintenance-free fall protection solution for Ashbourne Public Library. This project demonstrates the value of early collaboration, expert design, and quality installation in creating safer public buildings.

With our combination of technical experience, customer-first approach, and commitment to “A Higher Level of Safety,” we continue to support Meath County Council and other public sector clients in enhancing workplace safety at height.
